No. Since the Tenant Fees Act 2019, a tenant in England cannot be forced to use a named cleaning company or pay a compulsory cleaning fee. You do need to return the property to the standard recorded at check-in, allowing for fair wear and tear. Many tenants book a clean simply to meet that standard. A landlord can propose a deduction if the oven is left dirtier than the check-in inventory recorded, since cleaning is not classed as fair wear and tear. The amount should be reasonable and evidenced against that inventory. Inside-oven cleaning is an add-on with us, so include it in your quote request if the check-out list expects it.
It depends on condition versus fair wear and tear. General flattening and light wear from normal use is the landlord's responsibility, but stains, marks, or odours beyond that may fall to the tenant. Yes, please defrost them ahead of time if you want them cleaned. We cannot clean a frozen or iced appliance properly, and defrosting can take several hours, so a fridge or freezer clean is only carried out once it is switched off and empty.
